An apostrophe is indeed necessary here. If it were, say, an association of women, you wouldn’t say “Women Association of California,” you’d say “Women’s Association of California.” Think of “Children’s Defense Fund,” “Young Men’s Christian Association (YMCA),” etc.
There’s two… no apostrophe after “Teachers” and the extra “o” in California.

Um, there is only one error. It is an association of music teachers – there is no need to imply the possesive.
